The Promoting Rights-Based Evaluation (PRE) Project is a partnership with the University of Georgia to develop strategies for evaluating international human rights programs that realize human rights principles in the evaluation's design and implementation. Core principles of a human rights approach to evaluation are inclusion, social transformation, and restorative validity. A 3-phase project spanning 3.5 years, PRE will train citizens and other human rights actors in the collection, analysis, and interpretation of data on human rights programs, advocacy, and capacity building activities, using a co-researcher model. The PRE team, including co-researchers, will evaluate the factors that impede or facilitate the achievement of progress in securing human rights for multiple marginalized populations in select countries, the nature and extent of human rights achievements for marginalized populations in these countries, and the extent to which international donors' approaches to funding and priorities align with local communities' needs and preferences.
