PROJECT ACT
Project ACT was a 20-month demonstration project of the use of advocacy to improve access to HIV care for gay and bisexual men and transgender women in Africa and the Caribbean. Project ACT is led by MPact Global Action for Gay Men's Health and Rights in Oakland, CA. The project reflects a partnership between MPact and organizations in 5 African and 2 Caribbean countries. In each country, strategies to improve access to HIV care were focused on reducing stigma and discrimination in health care provision, eliminating violence that impedes access to services, and changing laws and policies to facilitate access to care. The purpose of the demonstration was to document the contributions of advocacy to improvements in access to HIV care and identify scalable advocacy strategies. The primary research questions we sought to address were:
What evidence is there to demonstrate that MPact contributed to advocacy capacity in partner organizations? What factors facilitated and undermined technical support partnerships?
How far and to what end did advocacy occur? What were partners’ key achievements? What challenges did they encounter and how were these addressed?
What verifiable outcomes can be empirically linked to achievements and that have high likelihood of improving access to HIV care?
The project was funded by the Elton John AIDS Foundation (EJAF) through its LGBT Fund, which is a partnership between EJAF, the U. S. President's Emergency Plan for AIDS Relief, and UNAIDS.
